is it fair to think of someone as a cultural moron if he/she doesn't know many people foreign to his/her own culture and makes unintendedly offensive comments?

    It depends. Has this person had your typical life including typical access to others? Or have they been poor, incarcerated, or otherwise unable to meet and interact with those from another culture?

    It's not nice, but it may be fair (unless extreme circumstances apply, like appleblossombeck's examples). If I was world president, I'd make it a law that everybody who was able should spent a gap year (or at least three months) abroad in order to broaden their horizons.
